Check out CakePHP. Haven't used it yet, but I've been planning on it. It'll be a decent intro modern web development.
I've had bad experiences with Fusebox, so I'd stay away from that. Feels over-engineered to me (sorry Fusebox fans!)
Another piece of advice: think about creating your own. Using something like CakePHP will get you going quickly, but it's much easier down the line to jump into new frameworks with some experience writing your own.
As for IDEs: I'm on a mac, and I love Textmate.
