Laying the blame for the state’s anemic economic performance on the R.I. Economic Development Corporation has become a popular parlor game. But the recently released report by Gov. Donald L. Carcieri’s EDC review panel, which certainly criticizes the agency’s performance, takes a much broader view of the problems.

If the report could be boiled down to one word, it would be “leadership.”
